I am trying to connect my fossil sport watch to my new iPhone 11 and it keeps telling me tto factory reset, forget device etc a ton of instructions only to bring me back to the same prompt of "known issue with iOS 13, try again" I need to use my watch! Please help!

This problem was indeed very frustrating and the solutions listed here didn't work for me, but I did finally get it working.
1. Reset smartwatch to factory settings;
2. Forget device on iPhone bluetooth;
3. Delete wear os app data through iPhone settings, delete app;
Then continue on with a new setup, I ended up also connecting my watch to the charger during this trial so I don't know if that helped but the setup instructions on the fossil website do say to do that (I assume this step is just for watches out of the box, but who knows).

Apple has restricted apps and connected products to get access to certain information, such as incoming calls and messages. So you should not have to change anything in the watch, however it doesn't hurt to do a reset before you start. So what you now have to do is to give your concent in the phone for thirdparty apps and devices to get access to certain information. So following these steps should help.
Step 1
1. From the iPhone, select Settings
2. Scroll down and select Connect
3. Toggle Bluetooth Sharing on
Step 2
1. From the iPhone, select Settings
2. Select Bluetooth
3. Under MY DEVICES select your device
4. Toggle Share System Notifications to on
Step 3
1. Select Notifications
2. Set "Show Previews" to Always
3. Under "NOTIFICATION STYLE" select Messages
4. Under "OPTIONS" set "Show Previews" to Always (Default)
P.S. Im not an Iphone guy, I use Android myself. But I work with selling Fossil products, so my colleage showed me in his Iphone. And these steps is basicly copied from the Garmin forum, since Gamin users also need to do this.
Hope it helps someone!
